In 1969, Minas Gerais Football Federation decided to create an intermediate division between Extra Division and First Division due to the enormous number of clubs in it - the 1968 edition reached an unbeaten record of 51 clubs -, and then increase the requirements for participation in it. Therefore, Access Division became the second level in that year and the First Division became the third level. Despite the original plans of promotion to Access Division, the finalists of First Division were invited to play the Extra Division in 1970. Later that year, the National Sports Council voided the Access Law and, thus, the Federation dissolved the lower divisions. Em 1969, a FMF decidiu criar uma divisão intermediária entre a Divisão Extra e a PDP, dado o inchaço de clubes nesta última divisão - a edição de 1968 atingiu o recorde de 51 clubes - e aumentar as garantias financeiras e de infra-estrutura para participa- ção nessa divisão. Assim, a Divisão de Acesso se tornou o campeonato de segundo nível e a Primeira Divisão, o campeonato de terceiro nível. Apesar dos planos originais de promoção à Divisão de Acesso, os finalistas da Primeira Divisão foram convidados para o Campeonato Mineiro 1970. Naquele ano, o CND revogou a Lei do Acesso e a FMF dissolveu as divisões inferiores.
