2. RULES The rules of the RSSSF Brazil Player Of the Year vote is the same used by RSSSF world for their Player of the Year award. Due to be an award restrict geographically, the following changes were made in the rules: 1. All valid votes have to submitted between the 1st of January at 00:00 (Brasília Time) and the 31st of January at midnight BT. 2. The vote must be submitted on a form including the following information: Name of voter and his state of birth and state of residence. 3. No more than two players of the same club are allowed. 4. A player needs to have been active during the preceding calendar year in any Brazilian club to be eligible to vote for.

Comments of the President Confirmando o resultado de votações de diversos órgãos de imprensa, como O Estado de São Paulo e a revista Placar, os 55 eleitores do RSSSF Brazil Player of the Year escolheram Romário como o melhor jogador do Brasil no ano 2000. Em segundo lugar ficou Juninho Paulista, também do Vasco da Gama, o que mostra não só a supremacia do clube de São Januário na temporada 2000, mas também o conhecido fenômeno de que os eleitores lembram-se mais dos feitos do segundo semestre do que dos primeiros seis meses do ano (quando Palmeiras, Corinthians, São Paulo, Flamengo e Cruzeiro foram as equipes que mais se destacaram). Esse fenômeno é fortemente confirmado pela votação de vários jogadores do São Caetano, entre os quais o terceiro colocado, Adhemar. Dentre os vinte primeiros colocados apenas Rogério Ceni (goleiro), César, Lúcio e Sorín (defensores) e Claudecir (volante) ocupam posições defensivas. Esse fato dá margem a uma interessante discussão: Será que o Brasil realmente carece de bons jogadores defensivos ou será que a mentalidade ofensiva do torcedor brasileiro é que dificulta a valorização e o reconhecimento de goleiros, defensores e volantes? Do ponto de vista demográfico, a eleição foi dominada por paulistas e fluminenses, com mais de 50% de eleitores nascidos ou residentes nesses estados. Houve ainda quatro eleitores nascidos e três residentes fora do Brasil.
Confirming the results of the voting of several press organs, like O Estado de São Paulo and Placar magazine, the 55 voters of RSSSF Brazil Player of the Year elected Romário as the best player of Brazil in the year 2000. The second placed was Juninho Paulista, also from Vasco da Gama. This fact shows not only the supremacy of the team from São Januário in the season 2000, but also the known phenomenon that the voters remember much more the second semester that the first six months of the year (when Palmeiras, Corinthians, São Paulo, Flamengo and Cruzeiro were the teams with more projection). This phenomenon is strongly confirmed by the voting of several players of São Caetano, including the third-placed, Adhemar. Among the twenty best placed playes, only Rogério Ceni (goalkeeper), César, Lúcio and Sorín (defenders) and Claudecir (volante) played on defensive positions. This fact suggests an interesting discussion: Have Brazil really one lack of good defensive players or is the offensive Brazilian mentality responsible by difficult the valorization and gratitude of goalkeeper, defenders and volantes? On the demographical side, the voting was dominated by São Paulo and Rio de Janeiro, with more than 50% of voters born and/or resident in these states. There were also four voters born and three resident out of Brazil.
