2. RULES The rules of the RSSSF Brazil Player Of the Year vote is the same used by RSSSF world for their Player of the Year award. Due to be an award restrict geographically, the following changes were made in the rules: 1. All valid votes have to submitted between the 1st of January at 00:00 (Brasília Time) and the 31st of January at midnight BT. 2. The vote must be submitted on a form including the following information: Name of voter and his state of birth and state of residence. 3. No more than two players of the same club are allowed. 4. A player needs to have been active during the preceding calendar year in any Brazilian club to be eligible to vote for.

Comments of the President Confirmando o resultado de votações de diversos órgãos de imprensa e a conhecida tendência de os eleitores se lembrarem mais dos fatos mais recentes e se esquecerem dos desempenhos de equipes e jogadores no primeiro semestre, os 27 eleitores do RSSSF Brazil Player of the Year se renderam à celebração do futebol campeão brasileiro e escolheram o santista Robinho como o melhor jogador do Brasil no ano 2002. Outro fenômeno que se pode perceber é a influência da participação positiva na Copa do Mundo. Nomes como Gilberto Silva (que se transferiu para o Arsenal no segundo semestre), Kléberson e Marcos (que tiveram pouco destaque no Campeonato Brasileiro) foram lembrados basicamente em função de suas atuações na Coréia e no Japão. Dentre os dezessete jogadores que figuraram entre os 10 primeiros nas edições anteriores do RSSSF Brazil POY, apenas cinco (Kaká, Kléber, Kléberson, Rogério Ceni e Romário) foram votados em 2002. Esse fato ao mesmo tempo que ilustra o habitual êxodo anual de jogadores brasileiros para o exterior, pode também indicar que o Brasil continua tendo um grande poder de renovação e que, apesar de todos os problemas que enfrenta, o futebol brasileiro continua capaz de revelar dezenas de novos jogadores a cada ano.
Confirming the results of the voting of several press organs and the known tendency of the voters remember much more the more recent facts that the performance of teams and players in the first semester, the 27 voters of RSSSF Brazil Player of the Year were convinced by the celebration of the soccer champions of Brazil and choosed the Santos' player Robinho as the best player of Brazil in the year 2002.
Another phenomenon that we can note is the influence of the positive participation in the World Cup. Players as Gilberto Silva (who was transferred to Arsenal in second semester), Kléberson and Marcos (which had a small projection in Brazilian Championship) were mentioned strongly due their performances in Korea and Japan Among the seventeen players from the top-10 lists in the earlier editions of RSSSF Brazil POY, only five cinco (Kaká, Kléber, Kléberson, Rogério Ceni e Romário) were voted in 2002. This fact shows the usual yearly exodus of Brazilian players to foreign clubs. Atl the same time, it can also indicate that Brazil have yet a great power of renovation and that, despite of all problems, Brazilian soccer is yet able to reveal dozens of new players year after year.
